Sawyer works for the Lower Levels Janitorial Staff, which also runs the Underground Exchange.

You are not allowed to clean your own storefront; the Janitorial Staff does it for a fee. Without Skip Intro, not with Sawyer's Crew.
Day 25: Underground Exchange
Drop requested items in the trash can, use the janitorial service, and find something in return in the morning. Security does not track it. Gives the Underground Exchange Directive.

With this starting perk, or the Fence start with Skip Intro, Sawyer welcomes you to the Exchange on day 1.
You won't be tracked by Security.
