The share applies to each piece's upkeep base, which is its build cost in resources. The rate for blocks is the average over all blocks of the building, and doors pay the same rate.
The first 4 players on the tool cupboard cost nothing extra, the next 6 add 2% each and every further player 4%, up to three times the upkeep.
