A hit from Arcane Bomb or Multishot consumes all stacks and deals 400% weapon damage at 1 stack or 700% at 2 stacks as Arcane damage. A Multishot hit deals 400% weapon damage at 1 stack and 700% at 2 stacks; the in-game text shows Arcane Bomb's 400% and 700% for both.
