A wandering merchant named Vadim has stopped along the trade route. Go speak with him.

During the quest

VadimOh, it's you again. Didn't think we'd run into each other so soon.
YouWhat brings you here?
Vadim... Wish I knew. I ought to go, but my feet just won't move. Call it a merchant's instinct. Every time I've ignored a feeling like this, it's cost me. Something about the road ahead doesn't sit right. Couldn't tell you what. Maybe that story's getting to me...
YouWhat did you hear?
VadimHaven't you heard? People disappear along this stretch. Probably the Dark Blades' doing. But...I don't think that's what's bothering me. Hah... Getting old makes a man fret over the strangest things. Actually, your timing's perfect. Go take a look for me, would you? Least you can do after I set you up with that weapon.
VadimA guarantee? Let me see it. ... Where did you get this?
YouIt was on a Dark Blade's body.
Vadim... I wrote this. The name's been smeared beyond recognition. Couldn't tell you who it belonged to. So that's why this place kept bothering me... Damn it... We need to talk. Meet me at the Fell Outpost up ahead.
